Foundation Phase 'varies' but has 'positive impact', says review

One of the Welsh government's flagship education policies still "varies considerably" between schools, three years after it was introduced.

The Foundation Phase for infant class pupils is having a positive impact says the review.

But there are also concerns that the core concept of 'learning through play' does not prepare children adequately for annual exams later in education.

Education minister Huw Lewis welcomed the findings.
