Hate crime victim Andrew Davies's cat killed

A new system for victims to report hate crimes in Wales is being launched.

Communities Minister Jeff Cuthbert said "cultural changes" were needed in Wales to promote fairness to all.

The Welsh government says the 1,810 hate crimes reported in 2012-13 were the "tip of the iceberg" and expects a rise in reported cases.

Victims of hostility and prejudice will be able to report incidents through a helpline and a new website, external.

Andrew Davies from Swansea, who is the chief executive officer for Unity Group Wales, was a victim of hate crime and told BBC Wales how his tormenters killed his cat.
