Measuring devolution: 'Long term education thinking' call

An education expert who recommended new tests to replace Sats in Wales a decade ago was Professor Richard Daugherty, who now works at Oxford University.

The change was never made.

He told BBC Wales education correspondent Arwyn Jones there has not been enough long term thinking in education, with policy-makers not looking beyond the next 12 months to make changes that were needed.
