Measuring devolution: The difficulties running the NHS

It is 15 years since the National Assembly started in Wales and BBC Wales is looking at what devolution has meant for the NHS in Wales.

Professor Marcus Longley, director of the Welsh Health and Social Care Institute, speaks about the difficulties for both politicians and health boards in running the health service.

Managers face meeting up to 70 Welsh government targets each year so it is not surprising that sometimes progress can be "frustratingly slow", he says.
