Measuring devolution: 'Opportunism' held up NHS changes

Change in the NHS over the last 15 years has proved both slow and controversial.

Former health minister Dr Brian Gibbons claims "political games" are to blame for holding up NHS reforms, saying politicians exploited local concerns.

But Shadow Conservative health minister Darren Millar AM blamed a lack of political will by Labour ministers in Cardiff Bay.
