Measuring devolution: How do we compare pupils?

We are looking at how devolution is working in Wales after 15 years.

But how do we best measure how children are doing in schools in Wales compared to the rest of the UK?

Professor Chris Taylor of the Wales Institute of Social & Economic Research (Wiserd) at Cardiff University is helping to analyse the progress of 3,000 children in Wales who were born in 2000 and 2001.

The Millennium Cohort Study (MCS), external findings are already showing differences among the children after they reached seven and 11.
