Welsh councils and government ministers must talk about the cuts "coming down the track," the leader of the Welsh Local Government Association, says.
Bob Wellington spoke at the WLGA conference in Llandudno where council leaders were discussing Welsh government proposals to cut the number of local authorities in Wales.
In January, a commission recommended the 22 councils be reduced to between 10 and 12.
