Treasury 'would bring government departments together'

A Wales treasury would help pull government departments together, an economic advisor has said.

Dr Eurfyl ap Gwilym sat on the Silk Commission which looked into devolving further powers to the Welsh government, including tax and law-making powers.

He told BBC Wales a powerful and effective finance function including a treasury would help unite disparate departments.

He was speaking to Carl Roberts.
