Scotland referendum: Wales devolution deal 'is a mess'

A member of the Silk Commission - set up by the UK government to look at the future of devolution - says the arrangement in Wales "is a mess".

Eurfyl Ap Gwilym spoke out as First Minister Carwyn Jones was in Scotland urging those taking part in the referendum to reject independence and help "rebuild" the UK.

He was visiting to speak in support of the union after opinion polls put the two sides in next week's referendum neck-and-neck.

The three main UK parties have proposed extra powers for Scotland if its people vote to stay in the UK.
