Digby Jones: Wealth before tax powers needed for Wales

The former UK trade minister Lord Digby Jones says Wales should focus on creating a more skilled workforce to compete globally rather than devolving tax powers.

Lord Jones - who is also the presenter of the BBC business turnaround series Troubleshooter - adds that the current funding system is unfair on Wales and too generous for Scotland.

But the former CBI chief tells BBC Wales business correspondent Brian Meechan that more control over taxes might not be the answer.
