'Too many older people neglected' says elderly champion

Older people across Wales are becoming institutionalised and losing control over their lives because the care homes they live in are seen as places of "irreversible decline".

That is the conclusion of a year-long investigation by the older people's commissioner for Wales.

Sarah Rochira says there is evidence of very good practice in the sector, but the quality of life for too many older people is not good enough.

She has called for major reforms in a number of areas.
