Councils' 'stark' shortage of pupil accessibility plans

Only two out of Wales' 22 local authorities had a plan for providing wheelchair accessibility for pupils at secondary schools that matched Welsh government guidance, says the children's commissioner.

Keith Towler said councils were still not following guidelines on improving access, 10 years after they were recommended.

He spoke to Oliver Hides on BBC Wales' Good Morning Wales programme.
