Spending review: Osborne's £15bn Wales funding 'guarantee'

Chancellor George Osborne has said he will deliver a minimum "funding floor" for Wales - pledging almost £15bn by 2019-20.

He also outlined plans to scrap the need for a referendum before some income tax powers could be devolved to the Welsh government.

The pledges came as part of his Spending Review and Autumn Statement.
