Macur review: Child abuse 'a dark stain on our nation'
Child abuse victims were "let down by the state," Welsh Secretary Stephen Crabb has said.
Mr Crabb was speaking in parliament as a top judge's review of an inquiry into historical child abuse at former north Wales children's homes was published.
In December, Lady Justice Macur completed her two-year review into the Waterhouse inquiry, which published its findings in 2000.
It looked into the abuse of children in care between 1974 and 1996.
Mr Crabb said: "We are talking about dark and shameful events that are a stain on our nation."
