How to avoid a £100 bin fine in Rhondda Cynon Taff

Residents in Rhondda Cynon Taff could face £100 fines if they fail to stick by new rules aimed at cutting down on rubbish hitting recycling targets.

Plans include reducing the number of black bags which can be put out every two weeks and imposing a fine if anything recyclable is found in them.

Matt Murray explains the idea put forward by Rhondda Cynon Taf council.
