"I'm still shocked by the fact that people are eating pet food," community worker Mark Seed said.
People have also tried to heat food on a radiator or using a candle, says Mark, who runs a community food project in Trowbridge in east Cardiff.
Analysis of new Census data suggests five of Wales' most deprived communities are in the city.
