Minister calls for councils to dip into reserves

Finance Minister Mark Drakeford has called for councils to look at their reserves, after he announced funding cuts.

Local authorities in Wales will see cash cuts of 0.5% next year and 1.5% the year after.

Mr Drakeford said the rain was "falling pretty sharply" in Wales.
