Refugees 'exhausted' after Serbia-Hungary border closes
Hungary has completed a razor-wire fence along its border with Serbia, and blocked a railway line used as a crossing point.
The country is due to enforce tougher measures from midnight on Tuesday including arresting illegal immigrants.
Prime Minister Viktor Orban told Hungary's TV2 a state of emergency was "likely" to be introduced in the border area.
