A landmark court ruling in Osaka has stated that only qualified doctors can apply tattoos on health and safety grounds.

Japan's tattoo artists now fear the loss of centuries of culture. And with tattooed visitors already banned from many swimming pools, it's uncertain how the nation will react to athletes with tattoos arriving for the Olympic Games in 2020.
