UN backs "all necessary measures" short of ground offensive
The United Nations Security Council has approved a no-fly zone over Libya and "all necessary measures" short of a ground offensive.
The resolution was passed to protect civilian areas and impose a ceasefire on government forces.
France says that military action could begin within hours.
Rebels celebrated the news at their eastern stronghold of Benghazi but there are fears international intervention will come too late.
