Libya military action is effective, says Ban Ki-moon

NATO has agreed to take over the responsibility of enforcing the no-fly zone over Libya.

The United Nations General Secretary, Ban Ki-moon has been speaking about the situation in Libya.

He said the UN-mandated military operation was proving effective in protecting civilians, telling the BBC that he believed it would prevail over Col Gaddafi's forces.
