Libya's National Transitional Council says most of the country is now secure and safe and it is just a matter of time before Colonel Gaddafi is apprehended or killed.

Colonel Gaddafi has said that he is ready to fight a long guerrilla war and would rather turn Libya into 'hell' than surrender.

Libya's new leadership has promised a swift transition to democracy in a conference attended by around 60 world leaders in Paris.

Talks are continuing today in Paris with UN representatives and development agencies on the details of reconstruction.
