Japan's whale hunting decision 'seems to be against logic'

A Japanese whaling fleet has set sail for the Antarctica on what the Japanese government says is a research expedition.

Last year, the International Court of Justice said Japan's whaling programme did not qualify as a scientific programme and should cease immediately.

Rupert Wingfield-Hayes in Tokyo says the decision to start up the whaling programme again seems to go "against logic and world opinion".
