Russia's Dmitry Medvedev criticises 'provocateurs'

Russia's President Dmitry Medvedev has promised comprehensive reform of the political system, including the direct election of regional governors.

However he said Moscow would not allow ''provocateurs'' to whip up discord on the streets, and would not accept any outside interference in Russian affairs.

Mr Medvedev was addressing the full Russian parliament, live on television.
