EU summit: Czechs join Britain in vetoing fiscal agreement

Twenty-five out of the 27 countries in the European Union have agreed to sign a fiscal pact at an EU summit in Brussels.

The Czech Republic has joined Britain in refusing to enter the agreement, which sets up stricter budgetary rules to prevent future debt crises.

Speaking after the summit, French President Nicolas Sarkozy said it was not clear why the Czech government had changed its mind.
