Foreign Secretary William Hague has called for a "firm and united" response from the European Union after diplomatic crisis talks on Ukraine failed to achieve a breakthrough.
Tensions continue to run high ahead of a referendum in the southern region of Crimea on Sunday to decide whether it should become part of Russia.
Officials said two people have been killed in clashes between pro-Ukrainian and pro-Russian activists in the eastern city of Kharkiv.
