Ukraine unrest flares ahead of Minsk talks

Pro-Russian rebels in Ukraine claim they have encircled the town of Debaltseve in the east, although Ukraine's government has said its troops are still fighting along one supply road to the town.

Meanwhile rebels have carried out rocket attacks on a key military base and a residential area in nearby Kramatorsk, killing at least seven civilians according to officials.

The fighting comes ahead of critical talks in Minsk.
