EU foreign policy chief: 'Now is the time for action'

The EU's foreign policy chief, Federica Mogherini, has said the migrant crisis in the Mediterranean is a European issue.

Speaking to the BBC's Katya Adler Mogherini said: "Now is the time for action, and for united action".
