EU Tusk: Migrant 'chaos at external borders must end'
EU leaders meeting in Brussels have agreed on boosting aid to Syria's neighbours in a series of measures aimed at tackling the migrant crisis.
The emergency summit in Brussels ended with a pledge to increase aid for Lebanon, Jordan and Turkey, where millions of Syrians have fled.
The leaders also agreed donate €1bn (£700m, $1.1bn) to the United Nations refugee agency.
Speaking after the meeting in Brussels, the president of the European Council, Donald Tusk, said "hotspots", special reception centres for migrants in frontline states, would be set up by November.
