Russian apartment block collapses explosion

At least 17 people have been injured in Russia's city of Belgorod, near the border with Ukraine, after an apartment block partially collapsed following an explosion.

Russia has blamed a Ukrainian shell for the incident but - while Ukraine has not commented - it has previously said its attacks do not target civilians.

Footage from the scene shows rescue teams attempting to find survivors amid the rubble.
