US and UK bear 'responsibility' for situation in Iraq
The US and UK bear "political and ethical" responsibility to help fight Islamic State (IS), according to the governor of Duhok Province in northern Iraq.
Farhad Atrushi told the BBC's Caroline Wyatt that the countries which invaded in 2003 promised a "stable, democratic, federal, parliamentary, prosperous Iraq".
So far, the US has engaged in limited air strikes against IS, a Sunni Muslim jihadist group formerly known as Isis.
Over a million Iraqis remain displaced from their homes since IS began its offensive, the UN says.
