US House leader John Boehner claims victory over deficit

Republican House leader John Boehner has claimed a Republican victory for the US budget deficit deal being voted on by Congress.

He said the plan met his two standards of no increase in the debt ceiling without significant cuts in spending and no rise in taxes.
