John Kerry: Spying 'reached too far'

US Secretary of State John Kerry has said that, in some cases, spying by his county has "reached too far".

But Mr Kerry also defended the need for increased surveillance, saying it had thwarted terrorist attacks.

His comments came as he spoke to an Open Government Partnership conference in London, via video link.
