HIV outbreak strikes Indiana town

Officials in Indiana are grappling with an unprecedented outbreak of HIV in the state. The focus is the town of Austin, where more than 80 people have tested positive for the virus. Indiana's governor has declared a state of emergency, and the crisis has opened a debate on whether to provide clean needles to drug users in a state where doing that is currently illegal.
