Could Trump reverse Obama's drilling ban?

Outgoing US President Barack Obama has permanently banned offshore oil and gas drilling in the "vast majority" of US-owned northern waters.

Professor of environmental law at the University of Vermont Patrick Parenteau explains on the Today programme that the Trump administration would face "an uphill battle" to overturn the president's ruling.
