Celebrity-filled Montecito struggles under record rain

The residents of the celebrity-filled town of Montecito, home to Oprah Winfrey and the Duke and Duchess of Sussex, have been ordered to evacuate their homes as the Santa Barbra region was hit by more than 16 inches of rain as of early Tuesday.
