NHS boss: 'Constrained circumstances'

NHS patients in England face longer waits for hospital operations such as knee and hip replacements in a "trade-off" for improved care in other areas, NHS England boss Simon Stevens says.

In response to whether this is the "creeping retreat of the NHS" on the Today programme, Mr Stevens says we have a service that's "under pressure" and they have to do more in a "constrained set of circumstances".
