State police told media there were more than 50 people on the tour bus when it crashed. Some of the passengers were children.
The number of dead and injured are still unknown, and many remain trapped in the wreckage, authorities say.

Multiple people have been killed in the bus crash, a state trooper James O'Callaghan told media minutes ago.
Others are still trapped, he said.
Authorities believe the tour bus was coming from Niagara Falls and believed to be heading towards New York City when it lost control, went into the median, overcorrected, and crashed into a ditch.
The trooper said multiple people were trapped and some were ejected from the bus.
Survivors are being taken to hospitals in the area.

A county executive in Upstate New York called the bus crash a "mass casualty incident" in a post on X.
Mark Poloncarz, executive of Erie County, posted to advise locals of the traffic holdups.
He said a stretch of the interstate is closed "until further notice due to the serious mass casualty bus accident in Genesee County just over the Erie County line," he said.
Authorities have not yet confirmed any injuries.
New York Governor Kathy Hochul says she's been briefed on the "tragic tour bus accident".
"My team is coordinating closely with [state police] and local officials who are working to rescue and provide assistance to everyone involved," she wrote on X.
Authorities have not yet announced any details on potential injuries to passengers.
New York state police say the crash involved a bus and a semi-truck colliding on the eastbound side of I-90.
The crash is near the town of Pembroke, about 30 miles (48km) from the city of Buffalo.
Emergency response teams are on the scene, but additional ambulances and medical support have been requested, authorities said.
A police spokesperson is en route to the crash site to share details with the public and the media, and we will bring those to you when we get them.
A nearby traffic camera shows a long line of vehicles on the I-90, which has been closed because of the crash.
Local outlet WIVB-TV reports that several Mercy Flight helicopters have been requested and that the crash involved a tour bus.
