    Defence Secretary Sir Michael Fallon said the working assumption is that the attack "is linked to Islamic terrorism". 

    He said security at the Palace of Westminster is always under review and "will be reviewed again".   

    "London is going to work this morning. London has seen this before and is taking it on the chin," he said.

    "We're not going to let this type of terrorism win."

    Sid Mackay is chairman of the Police Roll of Honour Trust, which commemorates every police officer killed in the line of duty, 

    He told the Today programme: "I think police officers go about their daily business without the thought in their mind that this day might be their last.

    "Officers are exposed to very high risk throughout all of their hours of duty."

    Mr Mackay's daughter - a police woman - was killed in the line of duty 20 years ago.

    He said: "The memory of it is like yesterday. 

    "I'm sure the loved ones of the officer who was killed will be in a state of utter bewilderment."

    Seven people have been arrested and six addresses raided in London, Birmingham and elsewhere in the country in connection with the attack, Deputy Assistant Commissioner Mark Rowley says.

    Speaking outside Scotland Yard he said 29 people injured in the attack have been treated in hospital and seven remained in a critical condition.

    In Birmingham, the BBC's Sima Kotecha described how Hagley Road - where she is standing - was cordoned off on Wednesday night and a flat was raided by police. 

    "It is not clear whether they were taken for questioning or arrested," she said. 

    "But we can say there is a link between what happened here last night and what happened in Westminster 

    "And we believe the vehicle involved was hired from Solihull in Birmingham."

    The widower of MP Jo Cox, who was murdered by a right-wing extremist last year, said the attack is a story about "the people that didn't come home yesterday". 

    He told the Today programme: "What helped me in the weeks after (Jo's death) was that sense of public support. Those thousand acts of kindness. 

    "One of the things we need to be careful about is giving notoriety to the person that did it. 

    "I would much rather remember the heroes of this story."

    BBC Security Correspondent, Frank Gardner, said the indications were that the car used in the attack began its journey in Birmingham.

    "There is no such thing as a 'lone wolf' attack. It may just be one person carrying it out but they would have been in contact with other people," he said.

    He said the message from Scotland Yard was that the attacker was not "an unknown person".

    Crossbench Peer Lord Carlile, was the government's Independent Reviewer of Terrorism Legislation from 2001 to 2011.

    He told the Today programme: "It is the sort of attack that we fear. And it's the most difficult kind of attack to anticipate. 

    "The reaction from the authorities was extremely good. Parliament was barely penetrated yesterday and that is an important reflection. 

    "We may have to look at the new traffic arrangements around Westminster - but those are matters for later." 

    He added: "We have good laws that have been carefully thought about. We don't need more powers. 

    "We have to study what occurred and learn the lessons."

    Political campaigner Richard Tice witnessed the attack and its aftermath. 

    The way people on Westminster Bridge helped the injured showed the spirit of the city, he said.

    "The whole length of the bridge there were passers-by tending to the injured, before the medics arrived.

    "That's the spirit of London. 

    "I'm sure that would happen in any city. But that is the bravery and care one human has for another."
