A union is condemning plans by the government, which it says will see the closure of the Watford branch of the Department for Work and Pensions (DWP) office.
The Public and Commercial Services Union said it would affect about 300 backroom staff who deal with the processing of benefits.
The DWP has announced a shake-up of job centres and other offices which includes closing 26 sites, to replace them with five new service centres across the country.

An inquest jury has found that the death of an inmate at Woodhill Prison in Milton Keynes last year could and should have been avoided.
The jury recorded a verdict of suicide in the case of 31-year-old Thomas Morris, who was found hanged in his cell last June.
His family told the inquest at Church of Christ the Cornerstone how their warnings about his mental health went unheeded.
The jury found the prison authorities had failed to properly assess his mental health, and that this caused or contributed to his death.
It also found he should not have been transferred to single cell in the days before his death and there was a failure to properly implement previous findings.
It concluded the prison authorities did not take appropriate steps to prevent the loss of Morris's life.
Speaking after the ruling, the Milton Keynes senior coroner Thomas Osborne said it was a situation that could not be allowed to continue, adding it must be addressed by the current government.

The European Commission has given formal approval to the proposed takeover of the carmaker Opel by France's PSA Group, owner of the Peugeot and Citroen brands.
The commission found that the deal would not create competition concerns in European markets.
Opel is the owner of Vauxhall, which has factories in Luton and Ellesmere Port.
Since the deal was announced in March concerns have been raised over the future of those plants, although the French group has promised to honour existing labour agreements.
The deal is expected to be completed before the end of the year.

We're rather lucky in Beds, Herts and Bucks not to have extreme weather conditions - so it's not often you witness a mini tornado.
This "straw-nado", as we're calling it, was spotted in Buntingford by officers from East Herts Rural Police.

An exhibition displaying works by only female artists is opening at the Panacea Museum in Bedford.
Its creators hope it will tackle the under-representation of females in the art world, starting at a local level.
In particular, the exhibition asks us to question whether galleries should be making greater efforts to display artwork by women.
One of the curators of the exhibition, Sophie Atkins, said: "There are so many fantastically talented women artists out there, but when you go to the larger galleries, women are not there.
"You see very few female artists so something is going wrong."
The exhibition opens from 18:30 today with more than 25 female artists displaying work, including Abi Spendlove, Faye Spencer and Ana Ortega.
The sun is shining across Beds, Herts and Bucks and our BBC Weather Watchers have been making the most of it.
Here's just a few of the wonderful photos we've been sent today.

An illegal guard dog training centre where a mother was ferociously attacked has been described as the "worst case of animal neglect" by police.
Beata Obuchowski was working as a kennel maid at the deserted farm in Hertfordshire when she was savaged by a Belgian Shepherd and a German Shepherd for about half an hour.
Nijamul Islam, 44, of Farm Road, Edgware, north London, ran the illegal operation and was sentenced to two-and-a-half years in prison yesterday.
He pleaded guilty to two charges of being in charge of a dog dangerously out of control and three charges of causing unnecessary suffering to animals, in that he did not seek veterinary care for them.
After the attack, officers from the police and RSPCA visited the site and found 102 dogs were being kept in "squalid conditions".
The animals were kept in dirty kennels contaminated with urine and faeces, and had no access to clean water or food.
Forty dogs had to be put to sleep as they were either too dangerous or suffering.
All of the dogs who were suitable for re-homing have been adopted - one of which was German Shepherd Barney, who was just six weeks old when he was found on the site.
He was taken to RSPCA Southridge and fostered by assistant director Klare Kennett, who has since adopted him.
Klare said: "Barney was a tiny scrap and was living in a cage surrounded by faeces.
"Because of his poor breeding he has had health problems that will affect him all his life, but he is a wonderful, bright, clever dog with so much love.
"My family all adore him, but I dread to think of the life he would have had if he had not been rescued."

This is the scene at Harston crossing, after the train line between Cambridge and Foxton was shut following a train hitting a man.
He's being treated for his injuries, which are not thought to be life-threatening.
At the moment no services are running between King's Cross and Cambridge.
I'm at Royston railway station, where there are a lot of annoyed passengers and staff are doing their best to communicate the delays with them.
Water is being handed out, but there are no taxis available and no replacement buses have been sorted yet, meaning there are a lot of people hanging around not knowing what to do.
I've already heard one foreign tourist saying they are going to miss their plane from Gatwick Airport and have been demanding compensation.

Passengers on Govia Thameslink and Great Northern routes into London are to receive automatic refunds if trains are delayed by 15 minutes or more.
The company says it's available for holders of its smartcards, but the existing claims process will remain in place.
Roger Perkins from Govia Thameslink, said "We don't want to delay people and there are fewer people being delayed as we gradually modernise the service.
"If people are delayed, it's right that they get some money back and if we can do a large amount of the work for them, then why not?"
