Investigators are working to establish the cause of the blaze.
The CPS says it will "formally consider whether any criminal charges should be brought against any individual or corporate body".
It comes as some of the Hillsborough families say they are starting High Court proceedings against South Yorkshire and West Midlands police forces.
West Midlands Police was tasked after the 1989 disaster with gathering evidence for the Taylor Inquiry, the original inquest and the criminal investigation.
The BBC has contacted both West Midlands Police and South Yorkshire Police for a response to the legal claims being brought.

Inderjit Singh Dhariwal (pictured), 49, died in hospital the day after being injured at Samsons Banqueting Suite in Oldbury.
Nicolas Salhan, 37, from Stourbridge, admitted manslaughter following the attack in the early hours of 22 November.
A second doorman, Jonathan Davies, 43, from Rowley Regis, admitted affray and was jailed for two years and four months.

A law firm representing some of the Hillsborough families has tweeted a statement saying it is bringing a class action against South Yorkshire and West Midlands Police.
The statement says: "The evidence points to abuse on an industrial scale by both South Yorkshire and West Midlands Police".

A Walsall man has been jailed for more than two years for smashing up a taxi with a hammer and punching the driver after he was asked to clean up his own vomit.
West Midlands Police says Charlie Jones, external, 19, (pictured) of Goscote Place, Coalpool, went into a rage after drinking about seven pints of cider.
He was seen jumping up and down on the car bonnet before running away from police officers and jumping in a nearby canal to avoid arrest. After getting out the icy water, Jones was confronted by a police dog which he punched in the head and ribs before the German shepherd brought him down.
Jones, who admitted criminal damage, racially-aggravated assault and causing unnecessary suffering to a protected animal, will serve 18 months in a youth offender’s institution for the assault and an additional nine months for attacking the animal.

It's expected to follow in the footsteps the People's Marathon, which ran between 1980 and 1985.
More than 50 firefighters have been tackling a blaze which began last night at a recycling plant in Oldbury.
West Midlands Fire Service says the smoke at the Trinity Street site isn't toxic but is advising people nearby to keep doors and window closed.
