    "Signs of decay and neglect" have been found on the wooden water tank cover which struck and killed a pedestrian during Storm Doris in Wolverhampton, an inquest has heard.

    An investigation is looking into what maintenance had been undertaken on the cover before it hit and killed Tahnie Martin, a 29-year-old University of Wolverhampton worker, near Starbucks on Dudley Street, the coroner was told.

    Ms Martin, from Stafford, was pronounced dead near Wolverhampton's Mander Centre on Thursday last week after being hit by a two-metre-long piece of timber amid high winds.

    Det Sgt John Garbett, of West Midlands Police, told the court officers had recovered CCTV footage showing the moment the object fell from a roof and hit Ms Martin.

    "The debris that struck Miss Martin shows signs of decay and neglect," he said. "There are certain inquiries being made by the environmental heath department [of the council] in relation to the maintenance schedule."

    The officer confirmed formal contact had not yet been made with the owner of the building. The inquest will not resume until April.

    The supermarket giant said it had made the "difficult decision" not to go ahead after a "detailed review".

    Traders close to the site had previously criticised the wait and said some businesses had moved to make way for it, leading to a decline in trade.

    Lidl won planning permission to open a new branch in nearby Pershore Road in December.

    Penalties doubled from Wednesday in England, Wales and Scotland, with  offenders receiving a £200 fine and six penalty points  and new drivers could also lose their licence for a single offence. 

    The CMPG is made up of officers and staff from West Midlands, West Mercia and Staffordshire police forces.

    It looks at the lives of newly-arrived refugees from Syria and the impact of the Paris terror attacks 

    The three-part documentary also examines the launch of the government's Prevent strategy to tackle radicalisation in schools.

    Birmingham is leading the way when it comes to treating ovarian cancer.

    There are 7,300 cases each year, but late detection makes treatment more difficult.

    Five years from diagnosis, survival rates are still just 46% and often symptoms are mistaken for something else. 

    Janos Balega, an ovarian cancer specialist based in Birmingham, said it was not entirely clear why outcomes were better in Birmingham.

    About nine out of every 10 families in the West Midlands are unable to afford newly built homes in their local area , a report by housing charity Shelter says. 

    Its research shows rising house prices are hitting all parts of England, not just London and the South East.

    In the West Midlands, 93% of privately renting working families could not afford to buy a newly built home, even if they used the government's Help to Buy scheme, the charity says.

    In the region, the average price of a new home was £206,950.

    The charity wants to see a new style of building, modelled on that of Victorian philanthropists, where short-term profits are replaced by "long-term community gains".

    Ministers agree the system is broken and want to make housing affordable.

    Inspectors say West Midlands Police needs to improve the way it investigates offences involving vulnerable victims and working with other public service organisations.

    Her Majesty's Inspectorate of Constabulary says overall the force is good and has praised it for tackling serious and organised crime. 

    Nationally,  the report says a third of the 43 forces  in England and Wales need improvement.

    Tesco's decision to drop plans for a supermarket in Birmingham 19 years after it was first proposed is a "blow to the community", according to one of the city's MPs.

    Almost 4,000 motorists a day are fined for driving in bus lanes , with the most lucrative camera making £6,000 every 24 hours.

    Wolverhampton and Birmingham came in the top five councils with the most lucrative single camera - Wolverhampton's Victoria Square (where there's two cameras) made an average of £4,750 a day between November 2015 and last April.

    Motoring organisation the RAC said the cameras had become a "cash bonanza" for local authorities.

    Councils say cameras are clearly signed and they expect income to fall as drivers learn to stay out of the lanes.
