A woman was attacked shortly before 05:30 as she was walking under the viaduct on Bransford Road in the town.
Ten flood alerts remain in place this morning after more heavy rain, and in some cases snow, fell overnight.
Low-level flood barriers have gone up in Frankwell, in Shrewsbury (pictured).
An alert is in place for the full length of the River Severn through Shropshire, which is expected to peak at Buildwas on Friday night.
Alerts are also in place in Shropshire on the Worfe, the Severn-Vyrnwy conflunece, the upper Teme, and the Tern and Perry catchments.
Alerts are also in place on the Wye and Arrow in Herefordshire, and the River Lugg outside of Leominster.
The Lower Dove Brooks, River Sow and River Penk, River Churnet and River Tean in Staffordshire, and the Anker and Sence outside Atherstone are also affected.
Shropshire council has launched a safeguarding investigation following an ITV expose into serious failings at a number of children's homes in the county.
The programme team behind Exposure - Who Cares? Children's Homes Undercover , externalplaced two reporters into privately owned homes in the county run by Cambian and the Keys group.
The programme claims it found evidence of understaffing and inadequate training.
The council said it first became aware of the allegations contained within the documentary the same day it aired on ITV and its safeguarding team instantly launched an investigation.
In a statement, Cambian said it was "satisfied that the children in our care were safe and being looked after appropriately".
The Keys Group says it's responded fully to the programme.

The weather overnight is affecting a number roads in Staffordshire and Cheshire - Cheshire Police says it's had multiple calls about flooding and collisions
Snow has closed the A53 Leek Road in both directions between the A54 Macclesfield Main Road and Mount Road.
Police are advising drivers to avoid the road if possible as there are also broken-down vehicles in the area.
Eight schools are currently closed in the Stoke-on-Trent, external area and two in Staffordshire, external due to the icy weather, many saying the conditions on surrounding roads are treacherous.

The company behind the new HS2 high-speed rail line, has been criticised for making £1.7m of unauthorised redundancy payments that were a "shocking waste of taxpayers' money".
The Public Accounts Committee said the firm overseeing construction of the high-speed rail line offered staff terms "well in excess" of authorised levels.
They were made last year when the government-owned company decided to relocate staff from its London office to Birmingham and offered redundancy for those who were no longer needed or were unwilling to move.
An HS2 spokesperson acknowledged "a serious error" had been made.

National Rail Enquiries said all lines were blocked and buses are replacing trains this morning, external.
Workers on Virgin Trains West Coast are holding the first of six 24-hour strikes from this morning.
The RMT union says just under 2,000 train managers, on-board catering staff, station and clerical workers will be involved in the action.
The union is calling for a pay offer for all its members that equals the amount given to train drivers.
Virgin said it had offered a "significantly above inflation pay rise", but unions rejected it.

A man is expected to spend Christmas in hospital after being knocked down in a hit and run in Dudley.
West Midlands Police said the 37-year-old was struck by a car on a slip road leading to the Thornleigh Trading Estate at 19:15 yesterday. He is being treated for a fractured leg, broken and fractured pelvis as well as shoulder and collar bone injuries.
