James Morris called the council "a stain on the reputation of the local area" in a speech made in Parliament yesterday.
Steve Eling, leader of the Labour-run council, told BBC WM he wouldn't be resigning and described the attack by the MP as the "bottom end of gutter politics".
If any of the allegations were true, he said, "why is it he has never raised any of these issues directly with the council's standards process, or produced any evidence whatsoever to support it".
He accused Mr Morris as abusing the parliamentary process and said the council would be making a complaint to the speaker to that effect.

Warwickshire's Chris Woakes starred for England with the bat today, but the visitors went on to lose the fourth game of their one-day series with Australia.
At one stage, England were 8-5 and then 61-6 before Woakes hit 78 to raise their total to 196 all out with Worcestershire's Moeen Ali scoring 33 of the runs.
The Warwickshire man then went on to take a wicket, but Australia eased to a three wicket win with 13 overs remaining.
England still lead 3-1 in the series with one match to go.

A 19-year-old man has been jailed for carrying out an unprovoked knife attack on a teenager outside a Coventry dessert shop.
Shai Dilbert was found guilty of knife offences after slashing a 17-year-old on his chin.
The youth had tried to intervene in an altercation that Dilbert has having with another person outside Creams desert shop in the Hillfields area of the city last July.
Unemployed Dilbert, of Victoria Street, Coventry, was jailed for five years for wounding, possession of an offensive weapon in a public place and possession of a class B drug. He was sentenced at Warwick Crown Court on 19 January.
Jacqueline Oakes died in 2014 and was found to have been let down by police failings.

A Coventry shopkeeper who has introduced a machine allowing customers to buy and sell the virtual currency Bitcoin says he has a variety of customers using it.
The machine allows customers to purchase the digital currency and transfer them to a wallet stored on a smartphone.
Paul Cheema, of Malcolm's NISA store in Elm Tree Avenue, said some youngsters are using their pocket money to buy the currency "a fiver at a time" along with "more serious traders".

A teenager who planned to travel to Syria to "join in with the brothers" and carry out acts of violence, has been jailed for three and a half years.
Sandeep Samra, 18, of Alder Road, Coventry, pleaded guilty to a single count of engaging in conduct in preparation for terrorist acts by attempting to travel to Syria between 1 June and 31 July last year.
But she denied intending to carry out acts of violence there.
She was handed the custodial sentence after a two-day trial-of-issue at Birmingham Crown Court today.

A court has ruled a corner was wrong to restrict the scope of an inquest into the Birmingham pub bombings.
Two bombs were detonated in the city in 1974 killing 21 people.
Last year a coroner decided the names of the alleged perpetrators would not be part of the framework of the new inquest.
Mrs Justice Sue Carr said "we will quash the coroner’s decision".
