Intu, the owner of the Merry Hill centre in Brierley Hill, says it's agreed terms with Primark for the retail firm to expand its current store at the site into the former BHS shop.
It's been empty since the department store chain went bust in April 2016.
Intu says it's part of its plans to spend £100m on Merry Hill , external since taking full control of the site two years ago.

Wormleighton is the first parish in Warwickshire to receive a HS2 grant.
The £75,000 sum will pay for a kitchen and toilet facilities at the St Peter's church, which will open it out for wider community use.
The village has been granted the largest sum out of £245,000 allocated to community projects along the HS2 route.
The idea is that the money is given to communities close to the planned HS2 route in a bid to bring it closer together,

Crewe's loan signing Daniel Barlaser says being coached by Newcastle's manager Rafael Benitez has helped him develop as a player.
The 21-year-old has joined on loan until the end of the season and came on as a late substitute in Crewe's 3-2 defeat to Wycombe at the weekend.
