Cheshire's chief constable "lacked self-control and exhibited volatile, unpredictable and offensive behaviour", according to charges brought against him last year.
Simon Byrne has been suspended since last August, but the allegations against Simon Byrne have just been made public.
He's accused of "displaying a short temper and a lack of tolerance", engaging in "aggressive attacks upon subordinate staff" which it's claimed "created an intimidating, hostile and humiliating environment". Numerous alleged incidents are listed.
The force says the allegations amount to gross misconduct and a hearing begins in April.
Women who successfully fought for the right to vote have been honoured in a paper tribute.

The regulator pointed out that the images were available on "ungated" websites and therefore viewable by anyone, including children.
The Sikh Federation says it wants an independent investigation into the prosecution of two brothers who were arrested during a protest at a temple in Leamington Spa.
Gursharan Singh, 34, and Kulvinder Bir Singh, 38, denied trying to disrupt a mixed faith wedding at a Leamington Spa gurdwara in 2016 and were cleared of all charges yesterday.
More than 50 protesters were detained after armed police were deployed to the Sikh temple on 11 September 2016.
Bhai Amrik Singh, chair of the UK's Sikh Federation, called the prosecutions "totally unnecessary".
"This was a lawful, peaceful protest where Warwickshire Police and the Crown Prosecution Service appear to have been given incorrect and false information by members of the Leamington Gurdwara management committee.
Labour MP for Birmingham Selly Oak Steve McCabe has used a House of Commons debate on police funding to call for more cash and hit out at the government.
He says the police service in the West Midlands is £12.5m short of the money needed "just to stand still".
"There isn't enough money to provide a properly resourced police service in the West Midlands," he says.
Twelve drawings by Leonardo da Vinci from the Royal Collection are to go on show at Birmingham Museum and Art Gallery.
It's part of simultaneous exhibitions around the UK to mark the 500th anniversary of the Renaissance master's death.
Museum manager, Gurminder Kenth, said: "When a selection of Leonardo drawings were on display here at the museum in 2012, it was an extremely popular exhibition, with queues forming for the chance to see the works up close.
Almost 150 drawings will go on show next February in Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Sheffield, Southampton and Sunderland,
The pictures will then be brought together in May for an exhibition at The Queen's Gallery, Buckingham Palace, in what is billed as the "largest exhibition of Leonardo's work in over 65 years".

A man's been arrested during a midnight raid by police in Birmingham.
West Midlands Police said it was in connection with a firearm being discharged at a house in Frankley in December.
Officers arrested the 30-year-old from Edgbaston on suspicion of possessing a firearm with intent to cause fear of violence and car theft.
He previously admitted more than 100 offences, including encouraging the rape of a four-year-old boy.

West Mercia's Police and Crime Commissioner has come under fire over the sale of its AB1 number-plate.
The number-plate, dating back to 1931, had traditionally been used by the chief constable of Worcestershire Constabulary but West Mercia decided to sell it last year to raise funds.
Although marketed by auctioneers Brightwells, it was eventually sold privately by PCC John Campion for £160,000 to a former West Mercia chief constable.
At a police and crime panel meeting yesterday coucillors and members of the public questioned whether Mr Campion got the best deal for taxpayers.
Members of the panel questioned how widely the sale had been advertised and whether it would have raised more at auction.
Mr Campion said the number-plate had been well advertised for a month and he had sold it to the highest bidder. He added he could not account for bids that were only intended to have been offered, or which were offered after the plate had been sold.
