Care patients are being hit with large bills because of a postcode lottery for NHS funding, a consumer group says.
According to Which? people in the Wolverhampton Clinical Commissioning Group area are more than five times more likely to have their care funded (141.2 patients per 50,000) than their neighbours in Sandwell and West Birmingham (26.3 per 50,000).
The organisation also found that nearly all areas are failing to meet the national framework guidance that in most cases people should not wait more than 28 days for a decision about whether they are eligible for funding.
A Department of Health and Social Care spokesman said: "We expect NHS England to ensure those with the highest and most complex health and care needs, who are eligible for this type of funding, have easy access wherever they live in the country so people can get the care they need - and deserve."

Five people have been arrested after cash and drugs with an estimated value of £10,000, external were seized in Stoke-on-Trent today.
After pulling over a car on Northcote Street, police discovered heroin and crack with a street value of about £5,000.
They say information from that led them to a flat on King Street, Fenton, where they found Class A drugs with a street value of £2,000 and £3,000 in cash.
Three of the five arrested are being questioned on suspicion of possession of Class A drugs with intent to supply, and the other two are suspected of being concerned in the supply of heroin and crack cocaine.
A 27-year-old passenger who tried to flee was also arrested for possession of a bladed article.

A pet cat's died after being shot with a rifle in Stoke-on-Trent.
The RSPCA says the Bengal, named Padz, was left with a shattered spine and his body was found half-a-mile from home on Church Lane, Rode Heath on Tuesday morning.
The charity believe he may have been shot closer to home and then moved to the location and, potentially, the shooter removed his collar.
