West Midlands Police is planning anti-terror measures at its Birmingham headquarters.
The proposals for the £700,000 upgrade include steel bollards outside the Lloyd House site on Colmore Circus.
Two new gates are also proposed for the car park entrance, with a fence for the roof facing Weaman Street to prevent intruders approaching from a nearby high-rise development.
The force said the measures were vital given the "severe" terror threat faced by the UK but stated they were not in response to any specific information.

Shropshire Council's announced a recruitment freeze, external with immediate effect except for some specialist positions.
In a letter to directors, the authority's chief executive Clive Wright said action was being taken to remain within spending budgets.
Over the last five years, the authority's cut more than half of its senior management team, going from 93 people to 44.
The opposition Liberal Democrat group says the move will put more pressure on "overloaded officers".

As the first European Championships get under way today, Stoke-on-Trent long jumper Jazmin Sawyers says she doubted whether she was still good enough to compete.
Athletics, swimming, gymnastics, cycling, rowing, triathlon and a new team golf event make up the 11-day competition that runs from 2-12 August.
Sawyers says she was left questioning whether her best days as an athlete were behind her after a poor performance at the British Indoor Championships.
But relocating to Florida, linking up with a new coach and a change of mentality gave the 24-year-old the boost she needed.
The result? A big personal best of 6.86m at the British Championships in July.
Quote MessageI have just persevered. I have re-learned how to run and am just doing what my coach tells me. It's that simple. I still get that imposter syndrome, that 'should I really be here?' but that voice is getting quieter and quieter."
