Striking bin workers in Birmingham have been offered up to £3,000 each to end the dispute, a council report says.
Huge piles of rubbish littered the city's streets during a three-month strike in 2017, with many residents struggling to dispose of their waste.
Members of the Unite union are planning more action over payments made to non-striking bin staff from the GMB.
A Birmingham City Council report says mounting rubbish could also create a fire risk for tower block residents.
Unite is taking the authority to an employment tribunal scheduled to take place in February 2020.

Wolves had to come from behind to book their place in the FA Cup fifth-round with victory over Shrewsbury.
Matt Doherty handed the home team an early lead before the League One side equalised with a James Bolton header.
The Shrews then took a surprise lead through Josh Laurent as goalkeeper John Ruddy let the ball slip through his hands for the Premier League club.
But Doherty restored parity in first-half injury time before Ivan Cavaleiro sealed their progress after the break.

Home Secretary Sajid Javid has defended the deportation of up to 50 people to Jamaica on Wednesday - the first such flight since the Windrush scandal.
He said they were foreign nationals who had committed "serious crimes".
But campaigners insist some of the men are being unfairly targeted by the government's "hostile environment" immigration policy.
A lawyer said five of them, including an ex-British army soldier with PTSD who was living in Birmingham, were granted a last-minute reprieve.
In 2011, father-of-five Twane Morgan was jailed for six years after assaulting a man. He served three.
An injunction, granted on Tuesday evening, means his case will be looked at again.

Investigations are set to continue for several days , externalinto the cause of a house fire in which four children died.
The blaze happened yesterday morning in the Highfields area of Stafford.
Staffordshire Police named the four children, who have not been formally identified, as Riley Holt, eight, Keegan Unitt, six, Tilly Rose Unitt, four, and Olly Unitt, three.
A toddler and two adults - who leapt to safety from a first-floor window - were also injured.
Staffordshire Fire Service said, as well as investigating the cause, staff would remain in the area to "provide support and advice following the heartbreaking and tragic incident".
It's set to be a mostly dry day today with spells of sunshine, and any rain is likely to be often hazy with quite a lot of high cloud around.

Crewe Alexandra manager David Artell is deflecting the praise onto his players after being nominated for the League Two manager of the month award.
He's up against Bury's Ryan Lowe, Lincoln's Danny Cowley and Mansfield manager David Flitcroft after picking up three wins and a draw, with just one defeat in January.
"It's about the players and it's a reflection of what they're doing," he said.

A shot has been fired through the front door of a house in Coventry.
West Midlands Police said it happened on Bristol Road in the Earlsdon area at about 20:00 on Monday.
No-one was hurt.
Crime prediction technology is going to be used by a number of police forces in the West Midlands to make more use of the data they collect.
The West Midlands, Warwickshire, West Mercia and Cheshire forces are among 14 in the country to sign up to the National Data Analytics Solution trial, which is costing £4.5m.
They say the technology will scour information stored in incident logs, custody records, crime intelligence and conviction history from the Police National Computer to identify the best way of tackling knife crime, gun crime and modern day slavery.
It will also be used to identify patterns of sickness in their own staff, so that those who need it can be given help.
The forces say the software hasn't yet been used operationally.

Details of an £83m plan to fight pollution in Coventry have been set out.
They include closing Coundon Road in Spon End and putting a peak-time traffic ban on Holyhead Road, between the railway bridge and the ring road junction, to tackle one of the most polluted parts of the city.
The city council has already said it wants to encourage the use of electric taxis, cleaner engines and more footpaths and cycle routes.
The city is under pressure from the government to reduce its nitrogen dioxide levels, which are forecast to exceed legal limits in 2021, and failure to do so could mean a ‘Clean Air Zone’ is imposed on the city.
The plan is due to go before the council cabinet on 12 February and must be approved by the government by March.

Shrewsbury Town defender Luke Waterfall says a win in the FA Cup tonight could lead to an improvement in their league form.
They've won just once in League One since Sam Ricketts took charge in December, but came close to knocking out Premier League Wolves, before conceding a 93rd minute equaliser.
Waterfall said that the team have all been looking forward to this game and hope they can put on a good performance.
