A settlement offered to striking bin workers in Birmingham has been increased to £3,500, prompting criticism from an opposition councillor that the unions have the Labour-run authority "over a barrel".
Unite members have been working to rule since December over payments made to non-striking bin staff at the GMB union.
The cabinet met this morning to note the progress that had been made in talks with Unite and Unison up until yesterday, with a final report being discussed by councillors next Friday.
It has also been revealed that waste services could now be in line for a major shake-up with an independent review being commissioned.
Temporary fortnightly collections will remain for at least one more week, the council said.
The £3,500 settlement now being offered to claimants is thought to be broadly the same as the sums paid to most GMB workers - the council has previously said the payment was due to a failure on its part to consult adequately.

A man's been arrested after two men are reported to have forced their way into a flat and stabbed another man in the head.
West Midlands Police says it happened last night on Lower Ford Street, Coventry and the victim suffered injuries which aren't thought to be serious.
They say the two men are believed to have demanded a watch before the stabbing.
The 20-year-old man they arrested on suspicion of assault is still in custody.

Drivers who park at the entrance of a hospital, making it difficult for ambulances to get past, will face new restrictions from Monday., external
Staffordshire County Council's going to put double yellow lines, meaning no waiting at any time, on both sides of the A34 by the Royal Stoke University Hospital.
The authority says it follows complaints about poor parking and the restrictions will be put in place from Monday and enforced from Wednesday.
West Midlands Ambulance Service told BBC Radio Stoke the change will let them get emergency patients into the hospital quicker.
A school's launched an investigation after saying dozens of students needed first aid following a traditional Ash Wednesday service.
Saint Augustine's Catholic High School in Redditch says it happened during the event this week in which ash crosses were drawn on the heads of Year 9 and Year 11 pupils.
In a letter to parents, external, it says some students said they were suffering discomfort and all youngsters were then told to wash the ashes off "immediately".
In total, the school says 73 students, 16 staff and the chair of governors were affected and were given first aid, then told to get further medical attention.
The ashes are going to be analysed and a report drawn up.

A supermarket's been robbed by a gang of men armed with knives and a gun.
West Midlands Police said the men went into the Tesco Express on Frankley Beeches Road, Northfield, Birmingham, this morning.
They threatened staff and made off with money. Officers say no-one's thought to have been hurt.
